Very much less labor-intensive invoicing the government for 20 million of something rather than invoicing 10 million different people.

And easier because governments are not spending their own money the are provably more irresponsible than a person spending their own money, they don’t look as critically as a purchase as does a consumer.

Also a lot more wasteful as a consumer will very rarely buy 50 extra of something ‘in case they are needed. Let alone 500,000 of them like governments have been known to do.<\/p>\n\n\n\n
